The history of technology in territory design has its roots in Thomas Jefferson's Land Ordinance of 1785. This legislation laid the foundation for land policy in the United States. The survey was conducted under the supervision of Thomas Hutchins (1730–1789) who was the first person to hold the title of U.S. Geographer. His survey work employed the latest technology available to systematically carve up land west of the Appalachians into square "townships", six miles on a side. Thus the first mathematically designed territories were created.
